AWS License Manager (tracking and enforcement) plus Dedicated Hosts for BYOL map loosely to Azure Hybrid Benefit. Azure's offering is a licensing benefit applied per VM, not a license-tracking service.
- Microsoft licensing. Azure Hybrid Benefit lets Windows Server and SQL Server licenses with active Software Assurance (or qualifying subscriptions) run on shared Azure VMs at the base compute rate. On AWS, Microsoft licenses without License Mobility generally require Dedicated Hosts, and License Manager tracks the rules.
- Linux. Both support bring-your-own RHEL or SLES subscriptions (Azure Hybrid Benefit for Linux BYOS; on EC2, your own AMIs through the vendors' cloud access programs).
- Tracking. License Manager enforces vCPU, core, socket, or instance limits and can discover software. On Azure, usage tracking is done in Cost Management and, for SQL, through SQL Server enabled by Azure Arc. There's no general-purpose license-rule engine.
